It's cheaper to use solid concrete and the concrete wall is stronger than a grouted block wall.

One thing to consider though on a slab all your plumbing is under the concrete

i would have to fail your inspection because of you using none plumbing rated piping for your water piping per nec 110,3

i have never seen plumbing installed like this before like going into the concrete slab humm, also i see you sleeving your water pipes in electrical pipe which is a code violation of 110.3, 100% of the time i see plumbing ground work actually in trenches in the print of the home very odd here and i'm a recent building combo inspector with 60,000 building inspections under my belt after 25 years service
